Healthcare Provider Tax Refund Analyses

Most hospitals overpay healthcare provider taxes because patient accounting and general ledger systems are not designed with these taxes in mind. Further, State taxing agencies lack expertise in the complexities of healthcare revenue recognition and reimbursement, with the result that the States provide very little guidance to hospitals regarding exempt revenues or revenues subject to reduced tax rates.

We have worked with government and hospitals on State provider taxes since 1992. As a result, we have a clear understanding of the Federal and State statutes that define your State’s healthcare tax and its application to your hospital. That knowledge, combined with our experience with hospital systems, allows us to help you pay only what you owe in State provider taxes.

To review your provider tax returns, we use your general ledger and patient accounting detail. The information we request is always readily available as either standard reports or easily obtained ad hoc reports.

If we determine that you have overpaid your taxes (and most hospitals do!), we develop a template specific to the services provided by your hospital and use it to prepare amended returns. We then present our findings to you and gain your approval to file refund claims on your behalf.

The package we deliver to the State includes the amended return along with all supporting documentation. With your approval, we work with the State to explain our analysis and to support the numbers we have developed. It is our goal to ensure that the State is satisfied that the refund is justified when it is paid. The time we commit to problem resolution during the processing of your refund claim gets your cash in the bank as quickly as possible.

Once the refund is received, we work closely with your staff to develop the reporting methods that will allow them to realize the tax reductions on an ongoing basis—repeating the tax savings year after year.
